I don't believe in making the act of spanking a child illegal, but I would probably stick to alternative methods of disciplining a child. Equating "no" with pain seems like a very silly idea with only short-term benefits and potentially harmful future references (ie., hitting anybody after they do something you consider wrong because of the way you've been conditioned). Obviously I don't know the science behind this and if that is possible, but that's sort of how I understood Pavlovian behaviour modification, so I'd train my "kid" using a different method of punishment (time outs, perhaps?)
Spanking a child isn't supposed to hurt (the child). From my experience (and from what I've read), the pain/shock from being spanked is knowing that you've done something wrong and have upset your parents or something.
